The Ministry of Technology Seeks to Establish a Unified Market for Tech Services

In an unprecedented move, the Lebanese government has established a dedicated Ministry for Information Technology and Artificial Intelligence, appointing Kamal Chahadeh — who also serves as the Minister of the Displaced — to lead the ministry. Chahadeh brings extensive experience and expertise in the telecommunications and technology sectors.

Lebanese citizens, particularly the youth, are placing high hopes on this newly formed ministry to drive Lebanon’s digital transformation, improve the efficiency of key sectors, support the digital economy, and attract investments, ultimately boosting the economy in line with modern demands.

In an interview with Nidaa Al Watan, Chahadeh explained that the primary objective behind creating the Ministry of Technology is to keep pace with global technological advancements and attract investments by reforming laws and administrative systems. He stated that work is underway to develop new regulations that will govern the ministry’s operations and its affiliated institutions. These institutions are set to operate independently to ensure transparency and efficiency. Chahadeh emphasized that the top priority is to “restore investor confidence in Lebanon’s ability to achieve meaningful change in this field.”

Chahadeh also highlighted the importance of cooperation with the private sector and technologically advanced nations such as the United Arab Emirates, Saudi Arabia, and Qatar — countries that have invested billions in artificial intelligence. He stressed that forming partnerships with these nations and specialized companies is essential for Lebanon’s tech sector development. This collaboration aims to create a unified market for tech services while promoting scientific research and encouraging joint investments.

Despite Lebanon’s infrastructure challenges, Chahadeh revealed alternative solutions, notably collaborating with data centers located abroad, particularly in Gulf countries. He emphasized that Lebanon is home to promising young talents and experienced professionals, in addition to universities capable of supporting the tech environment through their partnerships and international relations.

Improving Government Services

Chahadeh believes that adopting artificial intelligence in government services can accelerate transactions, reduce costs, and minimize inefficiencies in administrative processes. This would improve the overall work environment and alleviate burdens on citizens.

He revealed that he is preparing a series of sector-specific projects that will be discussed with relevant ministers before being presented to the Cabinet to prioritize implementation.

Chahadeh also underscored the need to leverage successful Lebanese expertise across various fields, such as medicine and agriculture, by integrating artificial intelligence applications. He noted that modern technologies used in Gulf countries, for instance, could play a vital role in modernizing Lebanon’s agricultural sector.

Regarding funding, Chahadeh stated that efforts are underway to secure partnerships with Gulf nations and other international partners in the tech sector. He mentioned that funding could be sourced through contributions from Lebanese expatriates or via international funding bodies like the World Bank.

In conclusion, Chahadeh addressed Lebanese youth, emphasizing that the ministry’s success relies heavily on their ability to seize opportunities within Lebanon and collaborate with friendly nations and leading global companies. He also announced his plan to propose a law in the coming weeks to establish an independent Ministry of Technology, rather than having it remain under the framework of a state ministry.
